An exciting opportunity has arisen for a highly skilled Procurement specialist to provide strategic leadership across procurement, tendering, and contract management, ensuring compliance with legislative requirements while driving efficiencies across the organisation. Reporting to the organisation’s Chief Financial Officer, you will lead a dedicated team of 7 staff, offering expert advice to senior leaders and stakeholders across the organisation to support the delivery of capital works and operational services.
Partnering with all business units across Council to act as the lead and subject matter expert for the organisation’s Procurement function, the incumbent will lead a robust procurement framework, work to drive continuous improvement through review and redesign of existing procurement processes to enable efficient and effective work practices to deliver best value, as well as partnering with key stakeholders to understand and anticipate business needs and to assist with delivery of strategic procurement decisions.
Key responsibilities:
- Provide high level strategic advice to the CEO and Executive Leadership Team (ELT) in relation to the ongoing development of the organisation’s procurement and tendering framework
- Implement the new procurement policy
- Identify and develop strategic procurement initiatives that lead to efficiencies to support improved capital works and operational delivery
- Oversee the Contract Management Framework, strategies, initiatives, and associated procedures
- Provide expert advice and support to senior managers and staff across the organisation on procurement and tendering issues including relevant sections of relevant acts and legislation
- Partner with internal and external stakeholders to plan, develop, source and manage strategic procurement arrangements to effectively meet organisational objectives
Applications are sought from candidates with demonstrable procurement experience in a complex organisation. Knowledge of Local Government procurement legislation, policies and procedures would be advantageous, but is not essential. Formal relevant tertiary qualifications will be expected, or alternatively lesser formal qualifications coupled with significant demonstrated experience and specialist expertise in Procurement, Purchasing and Contract Management.
Crucial to success in the role will be a sound understanding Procurement guidelines, with experience in analysing, recommending and implementing opportunities for cost reduction and sustainable procurement. Strong stakeholder management and influencing skills will be important to enable productive relationships and partnerships across the organisation.
