Mornington Peninsula Shire Council is going through an exciting period of transformation. Reporting directly to the newly appointed Director Assets and Infrastructure, this exceptional opportunity will be part of a sector-leading Senior Management team, recently realigned to enable superior delivery of services to the community. The Manager is responsible for leading a whole of lifecycle strategic and operational approach to asset management, ensuring a holistic view of Shire assets and the development, renewal, maintenance, acquisition and disposal requirements to meet the Shire’s goals and financial sustainability. This involves the facilitation of a range of services for the Shire’s Asset Management, Property Strategy & Operations and Buildings Management portfolios.

The Manager will:
  • Identify, develop and implement policies, strategies and services that provide a customer focussed, sustainable and effective assets, property & buildings management program for Council and the community.
  • Lead and implement the strategic and operational requirements of Council's property portfolio including all aspects of acquisition, disposal, leasing/ licensing, commercial property management and investment in land development.
  • Lead asset management and maintenance of the Shire’s extensive asset base to ensure sustainable and community-focused service levels
  • Contract management of major infrastructure contracts in Buildings Management ensuring that service providers achieve the objectives of the contracts and Council and comply with applicable standards and licences.
  • Engage with the service providers in development of annual programs in accordance with specifications to ensure community existing and future needs are catered for.
  • Plan, lead and contribute to major reviews and change management directed towards enhancing service delivery, facilities and initiatives to meet community needs.
  • Lead ongoing continuous improvement reviews of portfolio services to ensure effective, efficient and aligned services to the community needs
  • Ensure effective financial management through efficient and regular monitoring of the Assets, Property & Buildings budget and the capital works program.
With significant scope to implement new service delivery models and drive process improvement, we are seeking applications from candidates who can bring a fresh perspective and a visionary approach to the role. The Manager will be someone who can look outside the mould of traditional local government services, challenging stereotypes and traditional approaches to reimagine the way that we serve our community. The successful candidate will embrace Council's customer driven transformation initiatives, foster a strong customer service culture and champion technology-led innovation, driving best practice in risk management and project management methodologies to contribute to the overall success of Council initiatives.

Applicants will require significant experience in diverse Senior Management roles, a strategic mindset, strong people management skills, and extensive knowledge of Building Management and Asset Management. Relevant tertiary qualifications in an asset-based discipline such as architecture, civil engineering, building or asset management or engineering will be a benefit and post graduate qualifications in management or business would be highly regarded.

The role calls for significant experience in successfully leading strategic and operational requirements of a complex and extensive assets and infrastructure contract and portfolio, preferably in a service-related field, with proven experience in major contract procurement and management and demonstrated experience in successfully leading key projects.
